Remote Disconnect: A Study of Water Utility Policies, Practices and Effectiveness

Advances in technology have enabled water utilities to make much progress in reducing their operational and maintenance expenditures. One area that has historically troubled many water utilities is the expense involved in the interruption of service for non-payment and the restoration of service once the account has made an appropriate restitution to the utility. The introduction of customer web portals and remote disconnect valves for residential and light commercial services, however, is helping many utilities reduce labor expenses.
The two water meter readers then spend a full day performing water service cutoffs. Shortly after water service is interrupted, the affected residents often make restitution to the utility, and the two water meter readers then work as quickly as possible—often at overtime pay rates—to restore water service. This labor-intensive process repeats itself every month.
