JOB SUMMARY:
Incumbent serves as the Street Operator for the Town of Lapel Utilities. Incumbent is responsible for overseeing overall department objectives in compliance with the facility master plan, local ordinances and policies, and state and federal requirements. This position require the individual to live within 30 minutes of Lapel.
ESSENTAIL DUTIES AND RESPONSIBILITES:
Responsible to ensure streets are clean, clear and safe for travel
To perform preventative and emergency maintenance on equipment and facilities to ensure functionality.
To install, repair, and replace street and traffic signs.
To patch pot holes
To plow snow, to salt for snow and ice
To keep storm drains clear of debris
To clean the curbs
To paint cross walks and handicapped parking spots.
To pick up and chip limbs in the warm months and as needed
To pick up leaves in the fall
To pick up trash and dog doo from the parks during the months the Parks Department is not staffed.
To order supplies to ensure safe travel on the town’s streets.
To review and recommend revisions to SOPs
To input and to update data in the GIS system
To respond to work orders.
To maintain the Town Owned work vehicle in clean working order. To have the routine and emergency maintenance performed.
To perform all jobs using safety measures and procedures.
To assist the Natural Gas, Drinking Water, Wastewater, and Street departments.
Other duties as assigned.
EDUCATION AND TRAINING
High School Diploma or GED Required
Natural Gas On Call Certification Required
Trained in Street Department Operations
Trained in Drinking Water Operations
Trained in Waste Water Operations
JOB REQUIREMENTS:
Completion of Drug Screen and Background Check
Acknowledge and adhere to all policies as written in the Town of Lapel Employee Handbook
Through knowledge of and ability to make practical applications of IDEM and EPA regulations, department policies and procedures, and principles and accepted practices of Sewer system maintenance, operation, and construction.
Ability to communicate in a manner that is respectful of professional ethics, gender, cultural diversities, and disabilities.
Working knowledge of Standard English grammar, spelling and punctuation.
Ability to plan and layout work projects and work alone and with others in a team environment with minimal supervision.
Ability to properly operate all tools and equipment necessary to perform the essential functions of the waste water department
Ability to perform simple arithmetic calculation.
Ability to compute and calculate results of tests, read and interpret specifications, technical manuals, instruments, gauges, and dials.
Ability to properly operate office equipment, including but not limited to computers, time clocks, telephones, and calculators.
Applied knowledge of Microsoft Office Programs
Working knowledge of local geography and ability to read and interpret maps, prints, sketches, and specifications
Ability to work on several tasks at the same time and complete tasks effectively amidst frequent distractions and interruptions
WORK ENVIRONMENT:
Work Schedule is 7:00 am to 3:30 pm Monday through Friday. Be on call weeknights in rotation with the rest of the qualified hourly staff. Work and be on call weekends and holidays in rotation with the rest of the qualified hourly staff.
Incumbent will occasionally work extended and/or evening hours, work weekend and week night hours, and occasionally travel out of town for training and meetings, sometimes overnight.
Ability to serve on 24-hour call and respond swiftly, rationally, and decisively to emergency situations.
Serves as a functioning member of the town’s utility department.
Serves as a back-up within each utility department.
To assist other department on projects that require more manpower.
Works as needed within the team to ensure the completion of projects throughout the town and in the different departments.
This position is called into work during utility emergencies and weather events.
Frequently works in an environment that exposes the incumbent to outdoor weather conditions, risk of electrical shock, biological and chemical exposure.
Must adhere to all safety requirements, as specified, including the use of proper personal protective equipment when necessary.
The incumbent will be required to drive a Town-owned vehicle. Incumbent must possess a valid Indiana driver’s license, maintain a safe driving record, and must remain insurable thorough the Town of Lapel’s liability insurance carrier.
The incumbent will be required to carry and answer a Town Owned phone at all times.
DIFFICULTY OF WORK:
Incumbent performs a wide variety of duties which are broad in scope and impact and require consideration of complex variables. Independent judgment is often necessary in adapting practices and procedures to maximize effective operations, meet department objectives, and ensure compliance with local, state, and federal requirements.
PHYSICAL EFFORT:
Incumbent performs duties in a standard office environment, water and wastewater treatment plants and in the field, involving sitting/standing/walking for long periods, lifting or carrying tools or other objects, walking on uneven terrain, close and far vision, depth perception, crouching/kneeling, hearing sounds/communications, and exposure to bloodborne pathogens and other infectious materials, traffic, fumes, dust, dirt, and toxic chemicals.
This position is identified as having occupational exposure to blood or other potentially infectious materials.
PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with town employees throughout multiple departments, regulatory agencies, property owners and the public for purposes of exchanging information, explaining/interpreting policies and procedures, coordinating operations, supervising personnel, and periodically negotiating with property owners and contractors.
